Fayette Commission set to choose chairman Thursday

The first five minutes of Thursday night’s Fayette County Board of Commissioners meeting could have a large impact on the county’s business for the entire year.

The first meeting of 2016 will begin with the annual organization session, and the first item of business is the election of the board’s chairman for the year.

In 2015 that position was held by Charles Oddo after Steve Brown wielded the gavel the two previous years. The two men’s operating styles could scarcely have been more different, as evidenced by the frequent public clashes between them during the past 12 months.

Whether either of these two move to the center chair or one of the other three commissioners - David Barlow, Randy Ognio or Charles Rousseau - assumes the duties for the first time will be determined by a vote of the five. The vice chairman is set to be named immediately after that.

Once the 2016 board is seated, the inaugural meeting of the year includes a lengthy agenda that includes the following new business:

• The proposed appointment of Becky Smith and Theodore Toles to the Board of Health, as well as the reappointment of Therese Ocheltree to the Board of Tax Assessors, all for terms to expire at the end of 2021.

• Reappointment of William Beckwith to the Zoning Board of Appeals for a term ending Dec. 31, 2018.

• A resolution containing the board’s “Pledge to Citizens and County Staff on Core Values and Beliefs.”

• An ordinance amendment pertaining to stormwater services and to amend the amount charged by Fayette County as a late fee for delinquency in payment of the stormwater fee.

• A resolution establishing a stormwater utility late fee for delinquent payments of the stormwater fee.

• Establishment of qualifying fees for the 2016 elections in Fayette County.

• Consideration of staff’s request to accept a GEFA grant/rebate to install an electric vehicle charging station at the Stonewall Complex or another designated Fayette County location as necessary and to fund a match of $6,827.50 from project contingency for this purpose.

• Update on damages and repairs to Fayette County’s roads from the Dec. 2015 floods and requested approval of staff’s recommendation to reallocate/loan $997,529 to the Stormwater Utility in FY 2016.

• Ratification of County Agreements with Brent Scarbrough & Company, Inc. for emergency road repairs made on Canterbury Lane and Westbridge Circle.

• Approval of a change order reduction of $49,000 in which Peachtree City would receive $25,000 toward its Drake Field enhancement project.

There is no old business on the agenda.

The consent agenda includes:

• Approval of authorization to sign checks combining any of the following two signatures for transactions at or above $5,000: Chairman, Vice-Chairman, County Administrator.

• Approval of authorization to sign checks for transactions in the amount of $4,999.99 or less: Chairman, Vice-Chairman, County Administrator.

• Approval of the Chairman, Vice-Chairman, and the County Administrator to execute contracts, resolutions, agreements, or other documents approved by and on behalf of the Board of Commissioners.

• Approval of the County Clerk’s recommendation to adopt the revised 2016 County Commissioner Meeting Schedule.

• Approval of staff’s recommendation to declare the property (Fire Station No. 3) located at 935 Senoia Road in Tyrone as no longer needed and will no longer be used by Fayette County, and authorization to lease the property to a private individual through a bid process.

• Approval of the proposed 2016 Local Maintenance & Improvement Grant (LMIG) project list for unincorporated Fayette County and authorization for the Chairman to sign the LMIG Application and related documents.

• Approval of a request from the State Court Judge to accept a supplemental grant award from the Funding Committee of the Council of Accountability Court Judges in the amount of $1,680, to authorize the expenditure of 10% local matching funds in the amount of $187, and to authorize the Chairman to sign any grant-related documentation.

• Approval of the disposition of tax refunds, in the amount of $735.01, as recommended by the Tax Assessor’s Office.

Proclamations include a ceremonial dedication of the 2015 Board of Commissioners’ official photograph in honor of the late Commissioner Pota Coston, as well as recognition of Rusty and Carol Brown and Kevin and Terri Arnold for their selfless actions during the flooding crisis last month.

Based on inquiries yesterday, the NAACP lawsuit is a done deal.  An article in todays AJC confirms that based on the confidentiality agreements signed by commission.   I have not seen any posting on the county website that this will actually be voted on tonight, but my guess is that it will be confirmed following executive session. According to the BOE vote ealier this week, this decision was made in October of last year, and this is simply the unveiling. “It’s all been done behind closed doors,” said Mr. Bob Ross who attended Tuesday night’s school board meeting where no public comment was allowed. “Here’s a major decision for this county. It’s been dragging on for four years and the thing is settled in secret. I don’t think that’s good government. Ross said the new electoral set up will “negatively impact education, transportation, public safety, taxation, economic development and land planning and every other aspect of community life that elected board members make decisions on. “Candidates will be focused on their district and not accountable to everyone in Fayette county,” said Ross who favors at-large voting.   I do understand that the citizens have no say in the leadership positions being voted on tonight.  But before this vote is taken, I would like to break protocol and understand the whole process for this landmark voting decision and how it came about before commission votes on leaders.

Announcement tonight   Yes, I agree.  Everyone should be told at the beginning of the meeting what the Board votes were on redistricting.   This decision supercedes every issue before the leaders of this county tonight.  EVERY issue.    Let's see if Chairman Oddo has the leadership skills to address this before the Board makes it's decision on who should be Chair for this upcoming year.  We don't want to hear hours of reasoning on this, either. We don't want to hear his pansy whining about how he had no choice and he wants to bring kumbaya and peace and harmony to the county with this decision.  A simple I voted yes or I voted no will do.  Nothing more needs to be said or discussed by any on the Board.    No public comment needs to be allowed on this tonight. None.    This decision will change the future of this county in ways never seen before in the history of this county.    The elected are accountable to the voters and we demand to hear how they represented us behind closed doors. 
Moe:   I really want to know how this was handled.  Did Mr. Oddo truly exchange happenings with all commissioners during the whole process?   Why was this decision not announced in October?    I want to know how each member voted before they elect the chair tonight. If this is not done, we need to start a new process for the people to elect the chair, sort of like how we elect mayors.
H&F   I can only assume the Chair exchanged all information with all commissioners over the last year.  Anything less would be, in my opinion, malfeasance on his part.    I don't know why not in October and I bet you we won't find out tonight, either.  Alice Davids Mom Jones's (you remember that paid for by the NAACP blogger who polluted this blog till I called her out for being a liar about it) NAACP president husband will tell us after the meeting when he gets up to claim victory on everything from wiping his @%% to solving the ISIS crisis.  By then, I will have tuned out and will be watching the debate on tv. Yawn.    BTW, how does one start a new process of electing chair? 
Moe, If I recall correctly, there was a discussion last year about Mr. Oddo not communicating well with the other commissioners about the ongoing negotiations.  Guess we will never know the truth since we aren't privy to executive session. I'm not sure how to go about the process of having the citizens vote for the chair, but it occurs in other counties. Starting tomorrow, everything will change.  All of us will expect that our representative gets us what we deserve.  If District 4 gets a new park, other districts need something of equal value.  If a school needs a new roof in District 2, than the other districts should get their share.  We are going to start seeing a lot of deals being cut behind closed doors instead of looking out for the county as a whole.
Either that, or gridlock.    Total gridlock on all decsions because if one has a wish list and doesn't get their way, then they will not vote in favor for any other district, either.  Thus, blight.   Or, vice versa, they all will know if they vote in favor of a project for a district other than their own, they will be obligated to vote in favor of a project in their district.  Thus, wasteful spending the likes of Dekalb.         
Yes, with at large representation and voting we have been a beacon of efficiency and excellent leadership. Everywhere else in the country, where they have district representation and voting, is petty misguided and cruel. It's the people you elect, not the system, and you jokers vote for people just because they have the R beside their name and then whine and complain when they inevitably disappoint you. Moe, Husband, Jessee,  AMEN!!!!  This whole bag of...... is the direct result of Chairman Oddo's "quiet government" policy.  Chairman Oddo absolutely does not believe in transparency.  He believes in former BOC Chairman Jack Smith's "quiet government."  He flew in the face of transparency while Steve Brown and Randy Ognio were fighting for transparency with everything they had.  When Brown and Ognio refused to knuckle under Oddo and Barlow's pressure to leave the public out of the governing process here in Fayette County, Oddo and Barlow grabbed the opportunity of locking down the commission by making Commissioner Coston vice chairman to Oddo's chairmanship.  Moe, you are so right, "This decision will change the future of this county in ways never seen before in the history of this county.  The elected are accountable to the voters and we demand to hear how they represented us behind closed doors."    
I do not believe that anyone will be given the opportunity to speak tonight.  I just checked the Agenda again and see that something new may have been posted today, but do not see anything about a vote tonight. My guess is that when they come out of executive session, something will be done to ratify the October agreement. It's going to be a sad day for the county.  I hope people show up.
So how would it go if the BOC votes no and the BOE votes yes?    
Barlow too trumpeted and waved the transparency flag, while touting himself as the strong Republican.  He fooled a lot of people.  Oddo didnt do it as much, but he knew who he needed to follow to get elected.   Got a picture of those tea party patriots. lol
