His ignorance/stupidity/sloppiness claims in public seemed to have been believed enough to where the ethics crowd seems to feel there wasn't "criminal intent" to enrich himself. That's a defense that works much better in a political setting where your peers are shaky themselves than in a normal judiciary hearing.
I think they will end up censuring him and maybe getting him to agree to never be in any higher ranking positions in the future. His complete BS about "unfairness" and being "deprived of legal counsel" and drama queen display at his own hearing was so pathetic that reasonable people in society likely wish that Charles Rangel was booted out and never heard from again, but that isn't going to happen. Another pig who got humongously fat eating out of the trough of his district of sheeple.
