Sup't. DeCotis’s parting shot tags BoE's Todd

Strife on the Fayette County Board of Education (FCBOE) has been growing the past couple of years, with some of those on both sides of a given argument demonstrably vocalizing their opinion. Now as a parting shot

to the school system just days before his retirement, Superintendent John DeCotis, in effect, told the teacher on one of them.

DeCotis called and emails were sent to AdvancED Georgia SACS CASI (Southern Association of Colleges and Schools, Council on Accreditation and School Improvement) in which DeCotis presented concerns about the behavior of school board members and a possible ethics violation by “one of the board members.”

The state organization took no action on the complaints by DeCotis except to say it was informally watching the Fayette board for any further such activities.

State Director Mike Bryans in a July 8 letter to Acting Superintendent Fred Oliver noted a phone call by DeCotis and a series of emails from the school system on the issues.

The only copies of emails released by the school system to The Citizen included a copy of the FCBOE Ethics Policy, the FCBOE Operating Procedures, “... an interview from one of our board members and candidate, Dr. Bob Todd,” newspaper articles “concerning Dr. Todd,” and a letter to the editor authored by Todd.

What the emails from the school system relating to newspaper articles “concerning Dr. Todd” did not note in their brief explanation to Bryans was that in most of the newspaper articles submitted it was Todd and board members Janet Smola and Terri Smith that were all cited as having exchanged words.

“After reading the emails and accompanying attachments, we are aware of the strife on the Board. It is the responsibility of the district to monitor compliance (with organization standards). Moreover, it is the responsibility of the district to notify our office of Standard violations and address violations by implementing a corrective action plan that results in resolution,” Bryans said July 8.

“Let me also emphasize the importance of the Board following its policies,” Bryans continued. “Evidence that one or more Board members are not acting in accord with the Board’s own policies could be a violation of Standards ... Our office will not take action at this time. However, should we receive a formal complaint, we will respond pursuant to AdvancED Policy VI.”

Chairman Terri Smith and board member Janet Smola in recent months, both at a school board meeting and in print, had stated that they might find it necessary to file an ethics complaint about board member Bob Todd after his statements in another publication.

Todd on Monday reiterated his position on his earlier statements and his re-election last week, noting that he does not consider expressing his opinion on matters of school system finances and academics a violation of ethics.

“The election is over. We need to move on to issues that have substance and are related to the economic and academic survival of this school system,” Todd said. “I would hope all parties affiliated with the recent election are willing to do the same.”

DeCotis at a school board meeting in May admonished the board to avoid the charges and counter charges on alleged ethics violations that had occurred between Smith, Todd and Smola in board meetings in prior weeks. DeCotis said he wanted to remind all five board members that the school system has an existing ethics policy and wanted to reiterate the provisions contained in it.

“I wanted to remind the board that a policy is in place and I hope they can adhere to it,” DeCotis said, adding, “especially since we have a superintendent’s search under way.”

If the time ever comes for SACS CASI to investigate the actions and behavior of board members, that organization will likely have its work cut out for it. Some that regularly attend school board meetings can recall a number of times during the past two or more years when Smith, Todd and Smola, on varying occasions, initiated dialogue or responded to comments by others that indicated very different policy positions among board members. Podcasts of the meetings are located on the school system’s website at www.fcboe.org.

For better or worse, those comments by the board usually amount to a difference of opinion or a difference of approach in dealing with some of the issues facing the school system.

It is perhaps not unexpected that such comments and responses by FCBOE members often come when a split vote occurs. Those votes are characteristically 3-2, with Smith, Smola and board member Lee Wright on one side of the issue and Todd and board member Marion Key on the other.

Todd will be returning for another four-year term on the board as of Jan. 1, 2011. Lee Wright will be going off at the end of this year, having declined to seek reelection. A Republican and a Democrat will vie for Wright’s post in November. Smola and Smith must face the voters again in 2012.

Seems DeCotis had it in for Todd

After rereading a few articles, I can not help but wonder if DeCotis was upset over the fact he had no intention of retiring. From what it looks like with the articles, Marion and Todd would not have voted for him and as such it would have been a 3 to 2 vote.

Then again it could be that Smith and Smola asked him to do this while the election was going on. After all they did everything they could to make sure Todd was voted out. You know those things that DeCotis claimed was unethical.

I honestly think it was a little of both. It seems the man is a little unethical and has a little but of a mean streak in him. They fact he sided with the three amigos shows why we do not need him. It also shows why we do not need someone like Lyn "the weasel" Wenzel.

PE degree = sub par

I find it a little disturbing that you equate a degree in PE as being less valuable than another field. (No I don't have a PE degree) If it's "all about the children" as you are so fond of pointing out, then as the parent of a child involved in sports, I'm continually impressed by the dedication shown by my child's coaches to his students. They spend more time with these boys than any of their other teachers. I have yet to see any of my son's english, math, or science teachers spend any part of their summer, spring, or winter vacation working with their team, but these coaches do it every time without extra pay for their effort. Yes, they may have an ulterior motive (no pass, no play), but we all have our performance incentives. If it takes the threat of not being able to play to get a boy or girl to do his homework or focus on school, how is that harder to stomach than the parent who pays his child for every A? Shame on you judgemental hypocrites for devaluing someones four year education because of the two letters that follow it.

The Bob Todd - John DeCotis political death match

John DeCotis exercised his right to permanently sully his mixed reputation as superintendent of Fayette county schools by using his last days as superintendent to settle political scores with school board member Dr. Bob Todd.

My understanding is there were two areas of contention between the two men.

The first area of contention was the so-called "Meddling Marion" rule, adopted around 2008. From what I understand, and I heard this second-hand so I might be wrong, is that both Dr. Todd and Marion Key, but particularly Marion Key, had gotten in the habit of showing up unannounced at local schools for various reasons and making demands of the local school administration. This is contrary to the standards set for school boards by the State of Georgia, which points out to school board members that they are not to be involved in day-to-day operations of the school. Evidently many former teachers who get elected to school boards run afoul of this delineation of authority. Now, I hesitated to even bring this issue up, but I noticed today over at the splostpoll site in an interview with Dr. Todd that he admitted doing this, but justified his behavior because he likened himself as an "owner" of a business. Memo to Dr. Todd: nope, you don't "own" a single brick, you're an elected director.

The second area of contention has to do with personnel issues, and it's a bit complicated. School system personnel decisions are made at the school board level. I've heard, again, secondhand, that on certain personnel decisions the school system (ultimately, this would have been DeCotis) has given the school board a synopsis or summary of personnel change requests (promotions, transfers, terminations, etc). Todd has asked for more details in order to make more informed decisions and was stonewalled by the school system. If this is true, then it's a case of the tail wagging the dog as it is the school system's responsibility to provide enough data to the school board to make informed decisions.

A reasonably suspicious person might also note that "summary personnel reports" raise the potential for political mischeif. Summary personnel reports might give a bare three member majority the ability to succor their political supporters and/or punish their critics.

Let me assure you that no Demands have ever been made to school administrators. As for board members visiting schools and making recommendations...

Todd's Rights

Before superfluous phony SS handbook one would have to merely notify ahead of a visitation. They(SS/DeCotis) structured handbook so Todd/
Marion would have to apply a written notice way ahead and was an obvious set up for school to be prepared or DeCotis could deny visitation. 2nd: Todd's reference to owner was a FIGURE OF SPEECH (see dictionary-for Dummies) which nobody seems to get after several clarifications. 3rd, DeCotis had it in for Todd period!! How obvious can it get?Why did DeCotis exercise his right at the midnight hour?

I think both MK and Dr T

would have gone looking for more info to make a decision. I agree..a simple 'sketch' without detail, would help the 3 amigos move whoever they want, where ever they want.

I've talked to Marion Key on many occasions and the last thing I think she is, is meddling...what I do think is the simple sketch was given them to make an uninformed decision.

In fairness to everyone, Dr T and Marion probably tried to get more info.

The others never counted on them doing their job with such sincerity.

But you know what, that is how we have reached this point..uninformed people making wrong decisions, along with informed ones, making self serving decisions.

I think M Key and Dr Todd knew that. Thank God for them both!

Even worse is the fact DeCotis sheepishly sat with his mouth closed while Terri Smith and Janet Smola verbally raped fellow board member Bob Todd.

Dr. DeCotis was doing his job in reporting a perceived ethics violation. To suggest the man was somehow in cahoots with Smith or Smola or that his complaint was fabricated is utter stupidity. John DeCotis belonged to no one.

Bob Todd on the other hand is a hypocritical, arrogant Class A jerk. Ask anybody who goes to Fayetteville First Baptist Church what kind of character or ethics -- or Christian -- Bob Todd is. The man is a snake and a troublemaker who conspired to drive away a good pastor and many good people from that church. Fortunately, FFBC is now healthier than ever and Todd and his minority ilk have been silenced in church affairs. But the damage was done and many people were hurt. He doesn't care who he insults or hurts as long as his own agenda is advanced.

The guy is far from the saint you people want him to be.

And SHAME on you Cal and the Citizen for trying to smear DeCotis' name for simply doing what the rules REQUIRED him to do. This paper is sinking lower and lower in to the sewer.

1.Where was he when 2 other board members acted so badly at the meeting before? I have heard the tape...you need to hear it too.

2.Where was he when it made front page that Janet Smola lied to a lawyer about Dr Todd? The lie was CONFIRMED by Decotis. Where are Decotis ethics in reporting that one. He certainly had first hand knowledge!

3. Where was he when the the group decided and voted on the requirements for his replacement and one of the BOE took it upon themselves to go up there and change the requirements to what SHE wanted, not what the colective group voted for!??

Now do you want to compare any of the above to Joy Clark, (the sister of Burt Clark, Smith's husband in development company TCG holdings) getting up an accusing Dr Todd of being 'inharmonious' and unethical because he would not brag that SMith and Smola's overbuilding of schools and land acquisitions were just wonderful!

Truthfully, if he had, we would have been asking someone to get a straight jacket for him! He is much too classy and honest to pretend those were good decisions!

But do you suppose we could get hold of some of the comments like these from the localities of the people being considered?
Has anyone gone to those places and asked around? The detective who made the paper here awhile back might do.
Boy, no one will rehire DeCotis someplace else (and he will be available) if the people there read our comments or board meetings or local papers!

Shouldn't those Superintendents just be supplied to localities similar to how the Methodists select local pastors? You get sent one from central and you can reject one if you want but will get a worse one.

Where is central you say. Atlanta Capitol. They would all be republican right now, unless for Atlanta.

Most members there know the truth about Dr.Todd and will tell you he is most ethical with character beyond reproach. Also, the only people with probable questionable intelligence and ethics are vindictive spiteful hate filled venomous people that you sir/madam seem to closely relate to.

This question seems to me to be a judgment as to Newsboy's Christianity!

If he were to "go to the church and ask," would he get more than one opinion, maybe? Anyway, churches have nothing to do with politics except they are free to criticize "liberals!" Christ was a Conservative, I think, wasn't he?

The man is as distrustful and vindictive as they come; anybody who would stand up in a church and tell lies to get rid of a pastor he didn't like would do the same to get rid of fellow school board members he didn't like, don't you think?

Go ahead -- ask anybody who goes to FFBC about the pain Bob Todd brought on the church and hurt he caused many hundreds of families and the very cause of Christ in Fayette County.

Thank God FFBC now has a Godly pastor and stronger leader in Dr. Bob Horner, who has managed to silence the minority that Bob Todd was a part of. The church is moving forward and is spiritually stronger than ever before, despite Bob Todd and his cronies trying to destroy it --- just like he is trying to destroy the school board.

Please explain.....I heard that he questioned a home school group's philosophy on how Sunday school classes were run? Is that not true? Did the home school group not want to change the existing format and have "whole family/clan" classes??? Did Harp's Baptist not ask that group to leave because they were kind of strange?

I know several fine people that go to FFBC but from what I have seen of your postings here you are not one of them. I've said for 50 years that the way that a Baptist church propagates itself is by "scandal and split". Apparently FFBC is no exception.

In 24 years of business, I have only had one church try to blatantly cheat me. You want to guess which one that was? In fairness it was one of the parishioners that warned me in time to keep from getting burned.

The point being that when I see an obvious scumbag like you pursuing a personal agenda using your church as a vehicle, I am not inclined to believe a word you say.

Oh, nothing stings like the bitter tongue of a schismed church group! Ask the PTC Episcopalians! Even the PTC Lutherans couldn't collect their five million for a new Temple! One PTC church left their dead lying on a berm when they sold out.
That is why there are about 30,000 different religions in the world, and among those are the protest group from England and Europe! How many types of Baptist churches are there?

Even the Catholics and Episcopalians are beginning to schism seriously.
I do not attend nor know anyone in the Fayetteville Baptist church so I can't speak as to who are the haters in this schism against a preacher and the majority of the church.
But I will just bet you that it has to do with politics or money in one way or another, and not the Sainthood or lack thereof of any member or preacher!

When in a sanctum of silence about the secrets, do not voice an opinion out loud----do the dirty work secretly.
However, if necessary as is ordered by the high and mighty, organize, mount up, and Crusade to their death---those foul believers of Satan.

I have been a member for over thirty years with pastor Jack Overton how long has your little group tried to call First Baptist your home? If your group espouses the hate, bitterness and vindictive nature you project and lies "no one a ffbc would.." I am disturbed that you would think that you call yourself a Christian. I know the truth that Frank left of his own accord and of the lies documented from Mrs.Smith and Mrs.Smola. Now I am through dealing with your hateful vindictiveness as you seem truly consumed with bitterness.

Details of Superintendent Applications

It has been pointed out to me that each candidate for School Superintendent wrote a letter to the Search Committee. In Lyn Wenzel's letter to the Serach Committee she said, "Dear Search Committee: Thank you for an invitation to apply for the position of Superintendent of Fayette County Schools." The Search Committee invited Lyn Wenzel to apply for the position.

There was not a similar reference of an invitation to apply in letters written by Dr. Bearden or Dr. Pugh. This is very questionable.

I am shocked that Dr. DeCotis would stoop this low. Has anyone varified that he was the actual sender of these documents? Based on the corruption of Smola and Smith, I wouldn't be surprised if they forged his name. I have reviewed all the candidates and there is no way on this God given land that Lyn Wenzel should even be a finalist. Look at her compared to the other 2 men. You must be kidding me! She is the weak end of the line. She is basically the carp on the end of the line thrown out by Smola and Smith. One has to question why Wright is no longer wanting to "serve" his community as a BOE member. I guess he realized Key and Todd are right, but he doesn't have the balls to stand up to the 2 "bullies" of Smith and Smola. The last thing we need is Wenzel, Smith, and Smola. Can you imagine the crap and the inside jobs that will be done to employees, citizens, and students of this county? After all, Smola and Renee Ellis tried to rewrite the qualifications for a superintendent before it was sent off for publication. Fortunately someone with sense intervened. Of course based on the new qualifications, Ellis could have placed her name in the hat. As voters we MUST get Smola and Smith out of their positions! We need people with a brain that works to sit on those positions. If Wenzel is voted as a superintendent, I guarantee you it will be a 3-2 vote!

Even before reading all the resumes, I had posted that if I had to choose, Dr. Bearden would be packing his bags. After reading the resumes, I am even more convinced that he would be the smart choice. Dr. Pugh is good, but I just get the feeling that he is a "job-jumper" and would not be a long-term resident. I won't even discuss the other candidate.

Just Asking

I used the email address on the website and I sent my comments to the individual board members. After I used the email address on the website, it occurred to me that anyone could get my email and decide that it wasn't what they wanted the other board members to see. To make sure that my comments reached two reliable members, I sent them to all board members, individually. I trust Dr. Todd and Marion Key with my comments. I trust them to use my comments properly.

This is a terrible situation! When I think about what Dr. Todd and Marion Key have had to endure, I marvel at their courage. Something has got to be done about this situation. I am disgusted with Dr. DeCotis. I am disgusted with Smith and Smola.

Terri Smith and Janet Smola ethics woes

I find it sleazy that DeCotis would do this. What makes it even worse is the fact that after looking at FCBOE ethics, I am left wondering how he did not report Smola and Smith. After all they have violated the ethics code. DeCotis, I really do hope your conscious gets the better of you and that you email AdvancED with concerns about the behavior of Smith and Smola as well as the ethics violations caused by these two. DeCotis if nothing else you should do it because at the end of the day it is the right thing to do. Not to mention the fact that the way these two are, you could be dragged through the mud with them when they are caught.

But you have to remember it was during the elections and they were trying to knock Dr Todd out anyway they could. The lies to nothing less than a lawyer so he would do the dirty for them. Talk about stupid!

Dr Todd and Marion Key don't play like that. They have taken the abuse of the others and turned the other cheek for the sake of the children. They probably feel an investigation of the others outrageous behavior could jeopardize the accreditation and in turn hurt the school and the kids. The kids have always come first with them. They rather take it than do the kids any harm. They are wonderful people and role models for our kids.

The others however, just plain don't care. They just wanted to win at any cost.

wkamb, why Lyn Wenzel is on the list

Lyn Wenzel is on the list because Terri Smith and Janet Smola want her on the list. It is just as plain as why Jack Smith wants the West Bypass.

We look at the applications and we see that Wenzel clearly does not have the qualifications that Bearden and Pugh have. She is on the list because Smith and Smola know that she can and will provide something they want.

We look at the West Bypass map and we see that the route is completely covered with developers. Smith and
Smola want Wenzel because there is something in it for them.

Jack Smith wnats the West Bypass because the developers can and do provide something he wants.

We should not settle for someone mediocre (like Wenzel) when we have 2 other good applicants for the job.

I suspect the reason she is a finalist is that Smola and Smith took one look at how artfully Ms. Wenzel explained away her youthful arrest record (page 7 of her application) that they both nodded their heads and thought "yep, this is someone we can do bidness with!"

Ok I hope no one takes this wrong but

after reading the backgrounds. I'm sure these are good people, but, a degree in PE?

again, I don't want to put anyone down but, it looks like one has a degree pretty much in PE, another PE and a BA in Biology, and the 3rd, elementary education, (because of course he wanted to be a teacher)

The guys sound good, they have a lot under their belt. Maybe the guy from Texas would get my vote. Again, I've never met these people.

I'm still hung up on the PE degrees. I guess if you have a lot of money you might let your kid get a degree in PE. I think if I were the parent n wasn't independently wealthy, I might want more bang for my buck.

I know my father wouldn't have even considered letting me go to college and coming home with something like that. to each his own I suppose.

Again, I'm not trying to be mean, but OMG. What I found out just this year, of which I was really taken back, is that a Science teacher and a PE teacher make the same amount of money. Come on guys, where is the incentive to be a science/math/etc teacher? To me, this needs to be fixed or we are going to turn out a bumper crop of PE teachers and no math/science/bio/history teachers. just my thoughts.

A lot of PEs earn 3-4 million per year, you know.

If you are just going to hire them on their degrees from any podunk place, then just count how many they have and hire the one with the most.

I can't believe that there was only one in the whole district who was qualified! Does hiring someone from Maine cut down on the complaints?

I've always heard, just get a degree in something, it will open more doors in life than most anything you can do for yourself.

Most have just been teacher's and principals and in the office.

What is wrong with coaches? Is Richt no good?

It is always politics and avoiding politics! Too bad.

I think Mr. Todd would handle it well and do what is necessary.

But, again, I think that is part of the answer why we don't have as many people going as far as they could/should.

If it is going to cost you 20,000 a year to go to college, and you know if you get a degree to teach PE as opposed to math, and walk out and be paid the same, are you really going to try the harder subjects? No.

It is very exspensive to go to college and you would take the easier degree and not gamble on failing, or costing yourself more money. The system is set up to fail. I value History and English teachers too and think they as well should be paid more than a pe teacher.

Case in point, I saw on Georgia open gov site, a PE teacher at an elementary school in a neighboring county making 75,000ish one year and 85,000 ish the other. That, to me is insane!

I just thought to teach PE you had to know CPR and first aid and that was about it.

argue with you on this one. My only point is how would we decide which degree should have a greater value than another?

No easy answers....but we should try and change it, starting in our own county first.

Here's one to get the juices flowing on this string!

Let's start with football coaches bonuses! I would much rather see a debate bowl or a knowledge bowl or something coached by some really good teachers. That's why I support the Science Olympiad.

Football, basketball, all of these can be handled by those that want this outside the school system.

What about a few Peachtree City teams supported by parents and others that want to support them? Heck the money that went into the stadium at Stars Mill could have gone to a computer system for the whole school system.

This whole sports thing is completely out of hand and expensive too.

a lot of the money for the stadium was provided by parents and booster club, it didn't come out of district pockets. And please keep in mind that football proceeds subsidize most of the other athletic programs at school. Yes, millionare players salaries are completely out of whack with reality, but let's keep in mind that these are unpaid children we are dealing with, who work hard to keep their teams going, not overpaid spoiled publicity hounds.

I know

Years ago, I decided my heroes and everyone else's were on opposite ends. There is nothing wrong with sports. But when people who run down a field turn into millionaires, there is something really wrong.

My heroes are the ones that spend their life trying to cure cancer etc. They spend their life trying, fail todo so, but know that someone else will come behind them and take their work and do it. That is enough for them, to know they had a part in finding a cure. They are noble in my eyes.

Teachers who make a difference in a child. They are my heroes too. The ones that love the kids unconditionally and try to not only teach them what is in the books, but life lessons. They tell them of their mistakes, give them the wisdom of their trial and errors. The kids will often listen to the teachers when they won't the parents. They make friends of the children and even the ones with very little potential, they find it and try to make those kids feel special..I think that is one of the biggest secrets in life. If you can make a child think he can do it, most of the time he will. Even if they don't, they will never forget someone believed in them. Years later, the kids will reflect on that and feel security in that someone, sometime, cared.

Again, just like the guy that spends his life trying to find a cure, the teachers spend their time and heart, hoping they will do something that will cause a difference. They aren't looking for recognition, just hope for the kids that come there way. Hope they will make a difference.

Those, my friend, are selfless heroes.

That is another reason I really tried hard in the election to get people to vote. The teachers have been shoved under rug and unappreciated. We needed Dr Todd back in there now that Wright is leaving. Now we need to get another guy elected in the fall in Wright's place. He is the mirror image of Dr Todd. I feel with Dr Todd, Sam Tolbert, and Marion Key, there will be a difference in the way the teachers and the kids are treated. Neither teacher, nor child, will be a commodity.

That is my hope, that we give these guys a chance to do what they want, make a difference.

No one will quarrel with your thought that SOME teachers have the natural ability to teach kids well.

The big problem is two things:
These SOME teachers mentioned maybe should be recognized as a separate type of person with maybe more ability and one who uses it. Promotions, raises, awards, and long paid vacations could be used as rewards.
However supervisors aren't properly trained to select these special people.
And if they were properly trained, they would not be allowed to do so.

It is simply impossible to retain ALL teachers on staff when taxes do not allow it. Usually supervisors aren't even allowed to select the best teachers to keep due to their inability to be able to judge them.
Why would anyone want to keep them all and not cut any salaries when they know there are some who should have been let go maybe years ago?

So-called seniority or tenure should not be used as the only judgment to use for a particular qualification. That should only be used if all other reasons are approximately even.

I see no reason to treat teachers like is done in the federal Civil Service---everyone is nearly always rated More Than Satisfactory.

Or as Garrison Keillor says often: All of the kids in his hometown school in Woebegone were above average for their hometown.

So did the Fayette news sit on the story also since they did not run the story until this SAT 24th. No the hypocrite waited to long to file it mail it and try to filter around Smith and Smola. Then It had to be reviewed by the committee then checked takes time for all of this. Yes, sour grapes and poor liars ....oops losers

Can someone explain to me what is meant by DeCotis when he speaks of SOME not following policy?

When "ELECTED" do not the board members have a right to speak in opposition to board decisions? Or even about another board member?

These people do not work for the Superintendent, the School Board, or any other functionary around.

Judges seem to be the only ones whose "policy" violations are ignored by anyone connected to the courthouse in any way!

Even retired Sheriffs' are sometimes caught up in what they knew and didn't know. That is why there must be term limits for all those elected, even judges.

The entire school board ethics policy is HERE. (PDF download, of course, can't have google search finding it!!) It amazes me that someone could actually accuse a person of "violating" this watered-down 2 page bureaucratic hash.

Compared to other school board policies in other counties, we've got a toothless tiger. Janet Smola can rent county school busses out at cost to other organizations she works for, and it wouldn't appear to be a violation under our county's "policy".

"DeCotis at a school board meeting in May admonished the board to avoid the charges and counter charges on alleged ethics violations that had occurred between Smith, Todd and Smola in board meetings in prior weeks" quotes Nelms. His ethics apparently are in juxtaposition to the truth. Now as a final dig, the only BOE member he leaves "expressed' ethics complaint with is Bob Todd. What a hypocrite. Good ridens.
