Double bankruptcy Barlow bad for Fayette County

I believe this information is critical to the voters of Fayette County.

David Barlow wants to control the budget for the Fayette County government. To give you some perspective, the annual budget of the Fayette County Board of Commissioners is approximately $80 million. There are a number of departments that the BOC funds. The BOC funds the Fayette County Sheriff’s Office, the Fayette County Department of Public Safety (fire and ambulance service), the Fayette County Water Authority, the Recreation Department, Elections Office, Planning and Zoning, Marshal’s Office, the various courts (Superior, State, Magistrate, Juvenile and Probate) and Clerk’s Office, Purchasing Office, Tax Assessor’s Office, Health Department, Tax Commissioner’s Office, Finance, Animal Control, Public Works (buildings and grounds), Personnel Office and Administration. In all, Fayette County has approximately 650 employees.

Each of the various departments that I have described above operates on a formal budget. For each department, the BOC establishes a revenue stream (tax or fee). For each of these departments, the BOC constantly monitors the expenditures. Under Georgia law, Fayette County, as with all counties, must operate under a balanced budget. States, cities and counties are unlike the federal government and cannot simply print money.

I explain the budgeting process for the county of $80 million dollars to highlight the following: David Barlow is a candidate for the Fayette County Board of Commissioners. David Barlow has gone bankrupt on at least two occasions.

Fayette County Board Of Commissioner candidate David Barlow filed Chapter 7 Bankruptcy in 1986. Under Chapter 7 Bankruptcy, David Barlow asked a judge to relieve him of paying any amount of his debts.

Not being satisfied with not having to pay his bills in 1986, David Barlow filed a second Chapter 7 bankruptcy in 1994. He once again asked a judge to relieve him of paying any amount of his debts.

What I find shocking about David Barlow’s multiple bankruptcies is, one, that they occurred in times of prosperity. David Barlow’s multiple bankruptcies were filed when economic times were great, not the hard financial times we have now.

The second shocking aspect is that he filed the second bankruptcy just 8 years after the first. The absurd aspect of this candidate is that he obviously cannot manage a homeowner’s budget. How in the world can anyone expect that he can even understand an $80 million budget?

Most residents of Fayette County are very conservative. Having been a resident of Fayette County for 40 years, I am familiar that most residents pay their bills. Most of us would do just about anything to make sure our bills are paid on time. Paying our bills is part of our moral DNA.

Go to David Barlow’s campaign website. You will not see any mention of his two bankruptcies. He claims that he is the candidate that will bring transparency to government. Why does David Barlow want to hide the fact that he has gone bankrupt at least twice? Come to my law office, and I will give you a copy of both of David Barlow’s bankruptcies.

David Barlow really cannot think that being unable to manage his own money qualifies him to be given the responsibility of managing yours. Please vote for Jack Smith, a CPA that pays his bills and has never filed bankruptcy.

How do you know

What are the deciding factors of declaring bankruptcy. Most of what is contained herein seems to me to be that none of the writers have been in dire straits as others and have not had to consider the option. Because a person files for protection does not declare that the individual is a bad person. It means that they were backed into a corner and was tryin to survive. If any of you have ever voted, you can be assured that the one you put into office had a lot more cloudy background than one that files bankruptcy. We've all seen the rederic that comes with politics and I would bet that EVERY fereral level law maker has some kind of shady background. With the salary rates that they make, their lifestyle is much more agressive than what they make. Look in the mirror before you try to slam someone for what is legal to do and ethical in most cases. The elected official cannot make any financial decisions on their own and have to have the vote of their associates in office.

Thank you for taking the time to explain the situations that have been the topic of recent rumor-mongering. Once again we have gums flapping before the facts are confirmed. I guess in this case its fingers typing before the truth is sought out.
Did Mr. Maxwell call you to get your statement prior to publicizing misleading information and engaging in character assassination? Did yada yada yada contact you before promoting lies about you?
You did not need to address these cowards. But you did, and now I hope that you can focus on the real work: promoting sunlight in what has become a den of vermin.

Maxwell posted FACTS. It is a FACT that your messiah David Barlow has twice filed Chapter 7 bankruptcy. Is that too hard for you to understand? It's not "rumor" or "gossip" or "lies," it's called a FACT.

You remind me of the people who immediately defended Creflo Dollar, or Jim and Tammy Faye Baker, or Jimmy Swaggert......as long as someone talks a good religious game, there are plenty of naive and gullible suckers who will believe ANYTHING, facts be damned.

Your own boy Baqrlow has already confirmed right here that he did in FACT file bankruptcy twice. Before you accuse other of "posting lies," maybe get a clue about the difference between "opinions" and "facts" are, as well as lies, since you have no idea whatsoever.

No good deed goes unpunished, once again. The misleading gossip engaged in by the sore-loser Mazwell did not include ALL of the facts, just like the accusation againt Mr Zimmerman did not include ALL of the facts in his FACTUAL shooting of TreyvonMartin.

My Testimony

In 1985 my wife and I went through a contentious divorce. My attorney advised me to file bankruptcy, which I did.

October 17, 1987, I dedicated my life to Jesus Christ. During the next two years my ex-wife and I reconciled and we remarried December 16, 1989 and Christ restored our family. My precious daughters and 5 grandchildren are an important part of our live now and in part the reason we moved to Tyrone, Georgia. We no longer recognize December 16, 1989 but instead celebrate October 8, 1966, our original wedding date, as our anniversary. We give Christ all honor and glory because without Him, our reconciliation would not have occurred.

In 1994 I turned my employer into IRS for tax evasion. Also, during this time, I innocently learned that Richard, an associate, had received a $600,000 advance of an anticipated $6,000,000 grant from the Agriculture Department. I was encouraged by Richard’s Pastor to go to the FBI, so I did. The two men teamed up and sued me. I went to court without an attorney because I did not have the $25,000 upfront payment the attorney’s requested. Also, the morning of the trial, Richard’s Pastor, who had asked me to turn Richard into the Government and was the only witness with knowledge of the events, died. Pastor Henderson was 41 years old. His wife told me that Pastor Henderson died from the stress. His earlier support and endorsement of Richard proved fatal to himself and to many small churches that had trusted Richard with their finances. Richard ultimately served 39 months in Federal Prison for multiple securities violations.

After several weeks of constant attacks on my character, integrity and work ethic the Judge allowed me the opportunity to make a statement over the objections of the Plaintiff, she said, “Mr. Barlow has been listening to you for weeks. I will give him the opportunity to make a statement.” I stated for the record, “This is a court of law and not a court of justice. On the day the Lord Jesus Christ returns we will be held accountable for every idle word and deed and I am ready for Him to return today and judge us all”. The Judge ruled in favor of the Plaintiff. They jumped for joy and asked for $12,000,000 punitive damages because of double indemnity, you see the FBI blocked the $6,000,000 grant, and $75,000 legal fees. The Judge took a recess and retired to her chambers to determine my fate. She returned in approximately one hour and awarded the Plaintiff ZERO legal fees and ZERO punitive damages.

Within days I was again bombarded with lawsuits from the plaintiffs and an attorney friend advised me to file bankruptcy to halt the attacks.

I will gladly discuss any of the foregoing information with anyone who desires to meet with me and discuss my past. Cherie and I have shared our testimony with many groups and witnessed many folks receiving Christ as their Lord and Savior. Praise God that he uses Cherie and I to advance His Kingdom.

Also, there is not nor have been any foreclosure proceedings against my property.

DBarlow - Who's on the ballot?

While I could not in clear conscience vote for your opposition (or any of the "three amigos" for that matter), you have got me wondering if I should write in Mickey Mouse for Commission Post 2. Nowhere have I seen or heard that Jesus has qualified for any primary, yet .... that appears to be who you are promoting.

Given the fact that your story sounds just about as hokey as one of Eric Maxwell's diatribes, I now wonder if getting rid of two out of three of "The Amigos" would work just as well.

Translation (just in case you missed my point): Bible thumpers scare the living hell out of me! I have learned through very bitter experience that when someone starts "thumpin" that one needs to grab hold of their wallet and lock up their children (male and female).

Practice your faith to the best of your ability - there are fine people of every faith in our County, but ..... make a decision; It's either you or opponent that's running for this Post. If you continue with your current strategy you will certainly not get my vote.

When it comes to "skeleton searching" on political candidates, give me Mr. Eric Maxwell. First, it was candidate Allen McCarty's taxes, then it was candidate Randy Ognio's "road rage", and now it's old bankruptcies on candidate David Barlow. I think Mr. Maxwell should be bestowed with the title "The County Dredge", since he has so steadfastly published ancient history on three candidates now.

Many of America's most successful people have gone bankrupt at one time or another, only to rise up successfully again. The Internet is full of folks like Donald Trump, who have gone from bankruptcy to become millionaires and billionaires. It is obvious to me that the holdover commissioners from the Jack Smith regime are getting desperate to maintain the three to two majority vote, where they have all voted as one since Commissioners Brown and McCarty took office.

What we have here is a totally negative campaign. If Mr. Maxwell supports a specific candidate (I think he supports Ex-Commission Chairman Jack Smith), why doesn't he stand up for that candidate and the major issues that candidate stands for?

At his own expense, David Barlow has made recordings of Commissioners meetings on U-Tube so interested citizens can tune in on what's actually happening at the meetings. That's a concrete example of real transparency.

It's going to take at least one new commissioner to tilt the status quo, so those who voted for Brown and McCarty can even hope for a majority vote in their favor. In the meantime, the two holdover county commissioners should stand up for themselves rather than always voting with Chairman Frady. I may stand corrected, but I have not seen either Commissioner Horgan nor Hearn vote against Mr. Frady since Commissioners Brown and McCarty took office. It requires somewhat less than a fair and knowledgeable individual to act as a "yes man."

If Mr. Maxwell goes after Mr. Oddo next, I'll probably be back.

Donald Trump himself has never filed personal bankruptcy, though it's not because he's a genius; it's more like he's savvy enough to con investors into projects that are doomed to fail without risking The Donald's own money,and he's shown that over and over. He's also a big Tea Party favorite which should tell you something.

As far as McCarty goes....well, besides the back taxes on the RV deal, he also had two other tax liens filed against him by the IRS on separate issues; couldn't pay his taxes on time and didn't take care of the matter until the IRS took action against him. Yeah....WINNER! FC loves him though!

If you all want to keep electing deadbeats who can't manage their own finances and dream they can help manage FC's 80mil budget, feel free. I am not going to vote for anyone that irresponsible or stupid myself, but I'm sure there are plenty of morons out there in FC who could care less since they are also the same people that elected Janet Smola, Terri Smith,Lee Hearn, Haddix, Brown, Eric Maxwell, Horgan, Jack Smith, etc. in the first place. Just keep doing the thing, FC.

...But two separate bankruptcies within this time frame tell me that there exists perhaps the slightest degree of irresponsibility. I would expect that as an honorable candidate that Mr Barlow would publicly address the issue, and perhaps he will.

It's important to ask why Mr. Barlow declared bankruptcy- I did. Mr. Barlow has told me he will explain why he declared bankruptcy 17 and 25 years ago. It is not my place to speak for him, but I think everyone will be quite surprised whrn the truth comes out.

It seems that Barlow has lost two jobs in the last year and his house was advertised for foreclosure. Add these items to the past problems and you have a big red flag. He is new to the county so very little is known about him. We need someone on that board with some history in the county and good fiscal practices.

I Agree With Voter

I have talked with David Barlow many times and can say that he is without a doubt a very straight forward, honest person.

I've spoken with Mr. Maxwell on one occasion and left that encounter vowing to never again subject myself to Mr. Maxwell's lack of professionalism and social graces. His letter reminds me so much of the time I made the unfortunate mistake of asking Mr. Maxwell a question pertaining to my property.

Let's discuss the issues, Mr. Maxwell. I think your candidates would be served much better by addressing the things they would like to accomplish if elected to the commission.

The old saying of cream rising to the top needs to be changed a little for this Fayette County commissioner elections. The lies spread by weak minded men such as Maxwell and a couple of other clowns rises to the top. People spread crap with little or no fact. They have never called Mr. Barlow to discuss if what they were writing was accurate. Please produce the ad on foreclosure. You can't. It is a lie. Dave is retired and tried a couple of jobs to fill some time. He was not fired, he quit. Bankruptcy has happened to many people who turned out to be kind of successful. A few names lke Abe Lincoln, Donald Trump, Walt Disney,Henry Ford, H.J. Heinz. The circumstance of a private banruptcy is no ones business but if you ask Mr. Barlow as a individual he probably will tell you. I can tell you it was not from over spending. Dave is a very honest man but not a rich man. Both bankruptcies were for less then twenty five thousand dollars total between the two. I am guessing that Mr. Maxwell has made that much money with one fee. Mr. Maxwell had $72,000 in campaign contributions when he ran for office and lost. What is that all about? I think Mr. Barlow could sue all of you for defamation of character and I hope he does. So yada and nuk give him a call so he can get your real names. You guys remind me of the current commission board. You deal in lies and deception with very few facts. Nothing about the problems the county is facing. The FACTS that you don't seem to grasp are that David "I Love Jesus and anyone who doesn't is a piece of trash" Barlow has twice filed Chapter 7 bankruptcy. That's fine with idiots who could care less about how a loser who can't manage their own money should be in a position of power over an 80mil budget.

It's all OK....he loves the Baby Jesus so that makes the fact that he's a deadbeat who screws over everyone he owes money to perfectly fine. Yee-haw. Then you wonder why our BOE is totally broke and our BOC is rapidly heading in that same direction? Just how STUPID are people in FC? Wait...he loves Jesus! Well, so do I, but I don't have to wave my faith like a flag to make up for personal shortcomings and character defects, of which Barlow has plenty of.

Oh geez...I have to agree with Maxwell this time

He's completely correct on Barlow not having the financial common sense to be one of the few people overseeing the FC budget. While I also have problems with his religious litmus test for everyone, the financial screw ups are a lot more damning evidence of why Barlow shouldn't be on the BOC.

2 Chapter 7 bankruptcies in 8 years? And some think he's the right choice to be a county commissioner? Sheesh! Even if it is Maxwell providing this information and also doing it to cause the most political pain possible with the timing, this isn't the BS he tried on Ognio; this is a charge that has a lot of merit to it and will hopefully make some of Barlow's fervent supporters think twice.

I agree Barlow not the best choice to manage our money

I can't imagine Maxwell would just make this up, but I would like to hear Barlow address the issue. Doubt he can change my mind, but he should address the issue before the election.

Huddleston, not Smith is the logical choice as Barlow fades from view. What Smith has done for the county is more harmful than a couple bankruptcies, IMHO.
