Fayette invited to transit group; some (purse)strings are attached

The Fayette County Commission will discuss Thursday whether or not it will participate on the Regional Transit Committee established by the Atlanta Regional Commission.

In doing so, the county would be committing to take part in the regional transit planning process. But it also would be expected to “provide local funds to match available federal transportation planning funds, as determined annually by the RTC to be fair and reasonable,” according to the written agreement proposed by ARC.

The county could decline to provide local matching funds, but in turn would lose its voting status on the RTC, the agreement states.

The document also notes that Fayette County would be expected to coordinate transit planning with ARC, the Georgia Department of Transportation, the Georgia Regional Transportation Authority and MARTA.

The invitation to participate on the Regional Transit Committee has been extended to Commission Chairman Herb Frady, as he is the official county representative on the Atlanta Regional Commission.

Presumably, a similar invitation will be extended to Tyrone Mayor Eric Dial, who was appointed Monday to serve as the ARC’s city representative for Fayette County.

According to ARC, all of the transit committee meetings are open to the public.

The ARC sets the region’s future transportation priorities for the federal and state funds available. Beyond that role, ARC has no political clout, save for its involvement in the legislative lobbying process and the development of the proposed regional transportation sales tax projects, which earmarks about half of its projected $7 billion take toward public transit projects.

Steve Brown & committee meetings

Well, your latest comment is nice but how about giving the merchants in the unincorporated part of the county some idea when they can expect you commissioners to get with the program and get Sunday alcohol sales on the Mar ballot? While some cities realized the value of that issue to their merchants & citizens, no similar recognition has been observed on the part of commissioners. What a disserice to your constituents. Can you help make it right?

Fayette not joining the RTC

I thank Chairman Frady for siding with Commissioner McCarty and me on not joining the RTC. Commissioner Hearn and Commissioner Horgan had planned on voting to join, but the chairman's vote made it a moot point.

No one at the regional or state level will tell us how "we" are going to pay for the exorbitant costs of expanded maintenance and operations for the billions of dollars of new transit. Unless the state is going pay for it (doubtful), the only way to handle it is through a permanent regional sales tax. Do we want a permanent regional sales tax? This is where we are going.

In terms of staying in the ARC, keep all options open.

A BIG Thank You to Commissioners Frady, McCarty & Brown

This vote is by far the most intelligent and far reaching vote for the benefit of Fayette County residents in a long time.

To comprehend the enormous cost of what I call "little 'ol Fayette County" in the vast behemoth of the enormous greater Atlanta sinkhole of moneygrabbing, these 3 have done us proud with this vote.

I know I come here and rail against many decisions made by our elected representatives, but I give credit where credit is due. This voter is grateful.

Fayette Representatives to the Regional Transit Authority

I am pleased that Fayette County will have two representatives to the Atlanta Regional Transit Authority and the Georgia Regional Transit Authority. Herb Frady, Fayette County Commission Chairman, and Eric Dial, Mayor of Tyrone, will have an opportunity to collaborate with metro Atlanta officials to resolve the commuting dilemmas of our time and plan for the future.

Until now we’ve been confined to our individual cars, battling traffic and wasting time and fuel en route to Atlanta from Fayette County.

I hope our officials will consider the efficiency of light-rail for transporting people to and from Atlanta, connecting Fayette County with Marta trains and subways. I hope they will entertain a vision of the future to include small depots in Western Fayette County along the CSX Tracks, with large parking lots in the vicinity of the depots. I envision a host of eager train riders commuting to and from work in Atlanta or the Art Center, the Universities, Decatur, and beyond, as Marta expands.

Fulken & "Confinement"

I've lived in unincorporated FC for 25 yrs and have never felt "confined! The 5 1/2 mile drive to F'ville or the 11 mile drive to PTC doesn't bother me one bit!

That train will cost around $145,000 per passenger. Who will pay the significant subsidies?

You can have the trains, large parking lots and the rest in College Park and East Point. The home costs are also much less expensive there.

Hey Ms. Ulken - he's telling you to move

Nicely, but that is the message. Keep your elite liberal ideas like mass transit for everyone out of Fayette County. We don't want that. Steve is right - drive to the train station like they do in CT. Even those liberal weenies know not to live in the same town as the train station - well, the uber rich know that.

I must say I am very surprised at Frady, but happily surprised. We might as well send the correct message and my sense of it is that 99% of Fayette wants no part of this thing, so our representatives should echo that. That's what representatives do - isn't it?

pure and simple. Or envision problem.

In the NE Journal of Medicine it is listed as a symptom of being confined to individual cars for too long. Sad, sad but true.

Regional Transit Committee = Concept 3 = Commuter Rail

right into PTC and down to Senoia..right along Hwy 74. Read about it in the Fayette County BOC agenda packet for tomorrow evening's meeting. In the letter to Herb Frady from ARC dated last Oct. 21st, scroll down to the Memorandum of Agreement (MOA) already done up by ARC (with NO input by FC -or did Herb give his input?). Go to the Organizational Roles & Responsibilities of Fayette County (again, who is ARC to tell Fayette County what OUR role is?)

Page 3 of 4 #2 there it is.

"MAINTAIN & refine the adopted regional transit vision (CONCEPT 3) and provide planning and technical support to both long range and short range transit planning initiatives around the region."

Same page, further down..

"2) Provide LOCAL funds to match federal transportation planning funds as determined annually by the RTC to be fair and reasonable. Failure to provide local matching funds for any year will revert the county to nonvoting status for that year."

Now, just "Google "Atlanta ARC Concept 3" and right there on the right side of the page are links to two full color large maps showing commuter rail right into PTC & Senoia.

So, if we all understand this, we (Fayette County) get forced into paying $5,000. of our LOCAL tax dollars to ARC, this regional developer controlled mess, then we get one lousy vote out of how many?

Then, we automatically agree through this MOA that we support CONCEPT 3, bringing rail into PTC.

Finally, we then are forced into agreeing thru this MOA that we will provide LOCAL FUNDS (our county tax dollars)amount to be determined by the RTC, not US. And the biggest penalty is to lose our one vote for a year? Big whoopa$% threat there, isn't it?

Let's see how utterly and completely stupid once and for all which of our FC Commissioners are that vote "yes" to this MOA.

Might as well participate - MARTA not feasible for Fayette

but I can sure see a MARTA station or a commuter train station in Fairburn that would serve our commuters - and Coweta's, freeing up some space on I-85 for the rest of us. We might as well have a seat at the table. Sure there will be some cost, but our commuters are actually out there using regional roads - no denying that.

Nothing serious will happen for a couple years and by then Brown will be commission chair and the official ARC and RTC rep. So just ask him Thursday what he wants to do. He does know best.

EXCUSE ME...

but how did Fayette County get involved in this rapid transit thing, anyway? Who got us here? The last thing we need in our beautiful county is rapid transit. I think we are in a mess since we are now committed to paying money just to have a voice in decision making about something we don't want.

I thought it was Frady, Smith and Maxwell

with an assist from Steele, but now Frady is saying no which is certainly the right decision.
